Ryushi, do you really think that being killed, flayed and hung is going to stop Tuco? His might and power will surely raise him from the grave to wreak a terrible vengeance upon you.

1) Cut his body up into small pieces and put them in cages of refined ebony.
2) Suspend the cages around a statue of Sheogorath and fill he room with lava, save one small passage leading to the statue. Summon the Daedra Lord and do a task for him in exchange for his protection over the area.
3) Read a passage from a holy text and sestroy the passage leading into the room, then place the door under a level 100 lock and trap.
4) Place twelve level 65 Orcish Knights at the entrance, all with a full coat of enchanted Daedric armor and weapons.
5) Submerge the entire structure 50 kilometers underground, and have Nightblades patrol the area in a 5 kilometer radius.
6) With Sheogorath's blessing, surround the area with volcanic mountains, each one enchanted to violently erupt if there is any sign of something running even a second off plan.

Tuco's body slain, his soul arises from the crucified carcass. Looking around he sees the traps, the barricades, the infinitely powerful wall that prevents his body from leaving.
However, Tuco exists outside the physical plane in his ethereal state.
If he had a mouth to smile with, he would be grinning.
Realizing the fatal flaw that allows his spirit to flow freely, Tuco uses his last wit of mana to teleport to the grassy knolls of the barbarian plains to seek a new host...

EDIT: This is an interesting story going on, even if it does start at the end... I wouldn't want to ruin it for Tuco by having his spleen ripped out... Heh...

I think we can dismiss Exile's last contribution.
"Months later Ryushi returns to the spot of Tuco's death. He enters the compound that holds the body... Only to find Tuco's lifeless corpse tied where it had been left, protected by some ethereal force. Sheogorath liked to see bodies, not ashes. The blood had long ago dried up. The body sways gently, but Ryushi can sense something wrong. Tuco was dead but... He could feel him still out there. How had Tuco returned to the Physical Plane?
Ryushi hurried out. He had to get some wizards. He had to trap Tuco's soul to stop it from returning again. But most of all, he had to find Tuco. Evil like that should not be allowed to live."

During these long treacherous months Tuco had begun the process of inhabiting his new body.
He breathed new life through the nostrils of Sul Matuul, the Ashlander Champion.
The new body was very weak, but as Tuco's spirit gained potency, the body strengthened, grew, was made more powerful by the iron will of Tuco.
The process finished, Tuco remembered a few artifacts he had left behind with his body.
Namely, his mask, his robe, his sword Lilacor, and his Axe.
Tuco acquired an Nordic Claymore, and proceeding to seek his belongings, he knew not where they were, but he would find them, he could feel the soul of Lilacor calling out to him.
