Sorry, I'm not quite sure what you mean. Are you asking about good ways to increase your characters level, or places to visit and get some decent treasure? Or both? :)

mmmmmmm both where to find things and where to lvl. You see i am a nightblade and right now my mana is mush so i need to lvl and get more gold/stuff!

If you're interested in getting many nifty items early on, check out the House Vaults in Vivec. There are two simple ways to approach the vaults - get some decent sneak skill or work on your speech craft. If you have good sneak, you ought to be able to nab some good stuff while backs are turned. If you have good speechcraft you can taunt the ordinators until they are all gone. Of couse, once you taunt them, you must be able to kill them, so this method doesn't work too well for some characters. If you don't have good sneak or good speechcraft, take a little jaunt to Caldera and buy the ring of aversion. It is a nifty little short-term invisibility ring that makes shoplifting a breeze! Of course, you still have to get into the locked vaults, but that's not impossible either (I'll leave the last bit as a challenge for anyone interested).
As for leveling, that depends heavily on what your major/minor skills are. If you have alchemy or speechcraft, you are in luck! Both of these are easy to get up by making lots of cheap little potions or persuading people, respectively. If you are a marksmen - try shooting cliffracers and the like. Have sword skill - use it! Basically, check out your skills and start using them like crazy. Focus on doing one skill over and over and over and over. This is the fastest (but, admittedly, most boring) way to level up quickly. You need any combo of major/minor skills to increase by ten skill points. Then you will get a message that tells you to sleep. So sleep and assign points and repeat. You can check how close you are to leveling in the stats screen by holding your cursor over your current level number.
The important thing is not to think in terms of where you should go to level up, but rather, what you should do. The more you use skills the more they increase.
