believe me, i had official drivers, beta drivers, modded drivers and vista-downgraded drivers for my 7800GTX and I did install even the monitor inf-file. and this is the only game where something like that happens. all other games i can turn vsync on/off 60hz caps on/off and so on. The real funny thing is that FRAPS shows me more then 60 frames.

Well the frequency of the monitor isn't related to fps. Theoretically, you shouldn't ever need your fps to be any higher than your monitor's refresh rate, but since they aren't necessarily in sync, you might notice some tearing (seeing part of one frame and part of another-or nothing-at the same time) or even miss out on the occaisional frame.
Vertical sync will make sure that the the displayed frames will match up with your monitor's refresh rate to avoid tearing, but it might lead to a teency bit of lag if your fps happens to be particularly low (I've never noticed any lag myself, but I've heard others complain about it).

vsync just doubles or halves framerates in relation to the monitors frequency.
Monitor: 60Hz
game: FPS >= 60 -> will always stay at 60, best visual quality
game: 30 <= FPS < 60 -> will be capped at 30 and then framedoubled to 60
game: FPS < 30 -> ouch, with vsync this means jumpy images, frameinsertion
additional to doubling starts, especially bad in multiplayer games -> dys_stronghold
therefore no vsync for me. and I have vsync turn OFF in STALKER, but I have the 60Hz option ON (cause with off my screen goes black),
FRAPS shows more than 60frames and my monitor is calibrated @85 Hz.........so what is that ?
is it 60frames capping or just a comedy option in the menue ?
why does it go black ?

Well some games have problems running at different refresh rates (though I've only heard of it with older games). I guess this is just one of these games. I would assume that it only does this for certain video cards/systems, since it is optional.
If you set the refresh rate, however, you won't limit your fps. My monitor is set to 60hz, but I've gotten up to 299 fps in hl2 (when testing a bare map).

When you get the game, did you check the minimum specs on the game case?
My game case reads:
Pentium 4 2 Ghz / AMD XP 2200+
512 MB memory
nVidia GeForce 5700 / ATI Radeon 9600 / 128 MB DirectX 9c compatible graphics card.
Radeon 9250 does not support DirectX 9 so it's unlikely to play. Even if you knew nothing about DirectX, comparing your Radeon
9250 versus the min specs of Radeon
9600 should be a warning sign.
Please check minimum specs before getting the game, and save yourself and other people a lot of grief. I will probably come across as rather hostile but I just had a run-in with another guy in another forum who complained about not being able to properly play a game demo with cutting edge graphic engine on his bottom-of-the-line graphic card; he showed enough humility to admit his error on the forum after doing his own research on graphic cards.
