I don't recall having to talk to the wise woman until he gives you the second task - [SPOILER]"go find me a wife"[/SPOILER] - but I suppose it can't hurt to try.

Bah, I can help you. But I was just trying to work out what the problem is before offering you the all mighty solution. Well since it seems to just be a bug, I blame mods (damn new generations modders, if I still modded I'd teach them how it is done) then I can give you the command to let you skip that quest.
Journal "B3_ZainabBride" 50
Player->ModReputation 1
Player->additem "Thong" 1
You don't really need the thong, but it was the reward and perhaps you want to wear it to the beach or something.

You should be able to report back as if you had done the quest, if you encounter any troubles reporting back tell me. I am only 70% sure that that code will be enough.
