Well, I am a level 9 norse witchhunter under the sign of the shadow.
I have just started wondering about looking for some armour that is better than chitin.
I was wondering Direct North from Maar Gan when I came across some dwarven ruins (I forget the name of them but they begin with D). Anyway, inside was full of Vampires.
Now I have not got so far into the game that I relised this until I killed one (God bless the White Sword of Woe).
I decided to take a wander around to I caste Moonshadow on myself and ran through the ruins... Right at the back I came across a Vamp called Volrina Quarra . She was wearing nearly a complete set of glass light armour...could not belive my luck.
Anyway, I used levitate and jumped onto a podium so she could not hit me and summoned 2 Golden Saints (scrolls you get from doing all the Balmora Mages Guild Quests) and took her down with some bolts, fireballs and a few ancestral ghosts (took about 15 mins).
My question is
Why is it that when you kill this vamp that Orc Woman in the Balmora Mages guild (the 2nd person you have to talk to in the Blades Quests) vanishes...I have just had to start the whole game again because this Orc I need to talk to is not there any more....has she just relocated? or is this completely unrelated and due to some glitch she has just vanished.

if on pc, then open the console (~) and type ra
to reset the actors in the guild...
if that doesn't work, the type placeatpc->"sharn_gro-muzgub"1,1,1
(that might not be her exact name)

placeatpc "Sharn gra-Muzgob" 1, 128, 0

These solutions worked out really well. I ended up using the ra entry that bryrulz offered as placeatpc->"sharn_gro-muzgub"1,1,1 did not work (this was before Forsythe replued).
Will the ra entry resurrent characters by the way? What does it mean by reset characters (I hope it is only there possitions).
Oh, and is Glass Amour the best light stuff you can get in the game without using a mod

RA just resets their positions, and nothing more. (As far as anyone knows w/out access to the source code, at any rate) And ayup, glass is the best non-unique light armor w/out a mod. There's some items that're unique that're light armor, and depending on your playing style they may be better, but that's it otherwise.

As far as armor w/out enchantments, glass is by far the best. There are some other items that will boost your armor rating however. The "Curais of the Savior's Hide" in the tower at Tel Fyr has a huge rating (over 100, I can't remember exactly), and the "Helm of Oreyn Bearclaw" from the daedra Malcaeth is pretty good too.
