What should be done in the editor to create a mod that will increase the cost of making enchantments? Is there a particular entry in the settings tab? If so, which one?
Right now, it is just too cheap to go to an enchanter to create really powerful enchantments that are guaranteed to work. It almost makes the enchantment skill meaningless, because of the risk of failure and destruction of the soul gem -- even when your enchantment skill is extremely high.
Raising the cost of enchanting would balance the situation a little bit.

Considering the very low amount of cash at most vendors - then I don't think that a price of 50-100k for a +24 constant attribute enchantment is extremely cheap!
What could be argued - is that there isn't many other options when it comes to big spendings! The only reason to carry loot and selling it would be enchanting! And it take a little while to gather the money needed! What is rediculous though - is that the enchant skill is so underpowered. It's almost impossible to make a decent magical item by yourself!
So if you want to - go ahead and make that mod... but don't do it for my sake!

Nah, it's actually very possible. You need to boost your intelligence though., to around 500+!!!. Waaaaaay cheaper than paying someone to do it though.

A mage with 100 int and 100 enchant should of course not have 100% chance to enchant the most powerful artifact! However he should have a decent chance of making something with a fairly strong constant effect! Just my opinion!

Can someone verify that boosting INT has any effect upon Enchanting an item?
Enchant is actually pretty powerful, although it seems like this is most early on, before you get large amounts of valuable loot.
Lesser Soulgems are available at all of the Mages Guild Equipment Chests, so you can easily get ~9 of them, in addition to whatever you can scrounge up from various stores. They're also not that hard to find, as a lot of places have them lying around, where they don't belong to anyone.

The ones in the Vivec bedroom, on the dresser, are a good example. Also, in Caldera, you can nick all of the soulgems on that bookshelf without anyone raising a fuss. If you're feeling like a bastard, you could also nick all of Galbedir's soulgems during Ajira's soulgem quest, but be careful: my brother is running into difficulty wherein Galbedir now thinks that _any_ soulgems he has are soulgems that he stole!

Expensive Rings are excellent things to enchant. It's a simple matter to grab a rat soul or a cliffracer soul, and enchant a ring with a spell that might be too expensive for you to cast. Early on, when you don't have that kind of money to throw away (especially if you're playing a class without a Major combat skill), Enchant is very useful.
A good example is with my starting Breton Mage. I spend most of my money on spells, custom or otherwise, since I don't need any equipment (Unarmored, and I've got a Dwemer Jinksword). I can't afford to Enchant, so I make my own items that use Effects that might have been expensive or unreliable to cast. I made a ring that does Frost 10 - 20 in 10 ft on Touch, and this early on, it's _very_ useful.
Also, my Enchant isn't much higher than starting, and I don't have much trouble enchanting things. It's still a risk, but the way Enchant is weighted, it pays off. Successfully enchanting something nets increases your skill at a rate of 5.0, as opposed to the usual 1.0 for weapons and spell skills.
Enchant is also useful in the field. Sure, you can Enchant that Daedric Longsword using a Golden Saint Assassin soul, but 550 charge doesn't regenerate all that quickly. You'll need Enchant to recharge it in the field.

Boosting INT does increase the chance of success. At INT 99 and Enchant 50+, I could only make up to rating 11 items consistently. If I boost my INT to 500, I almost never fail in making rating 30-40 items.
And yes Enchant is very powerful. I almost never cast spells anymore because I have a ring or amulet somewhere that can cast any spell I could ever use reliably.
