please can someone tel me how to go to bal ur and start the vampire cure quest,

Bal Ur can be seen on the map that you got with the game. If you don't have the map, then Bal Ur can be found East of Vivec, West of Tel Branora, South of Mzahnch and South-east of Ald Sotha. With directions like that, you can't miss it!
If you don't know where any of these places are then it's on a big island east of Vivec. Look around. You can't miss it.
Go through it to the statue and talk to it to start the quest.
