In my latest save, chances for EVERY spell I have are at zero, and I am unable to cast any spell unless I am using god mode. I am also unable to level w/ magic usage.
When I delete a spell, the problem VERY briefly (1-2 sec) resolves itself, then starts again.
I have restored all attrib's, dropped EVERYTHING, and tried deleting most of my spells. nothing has helped.
WHAT do I do??

A very stupid question: You also restored your Magicka, right?
If you have, you might try playing with the
player->setmagicka someNumber
player->setintelligence someNumber
(etc)
console commands and seeing if that'll un-stick you.
