Hi, I'm a new poster so I guess I'll start with saying hello to everyone here. I found this site after much searching, and I felt it would be best to ask the question I've been searching for the answer for to some real people who have experience working with the overwhelming sea of mods for Oblivion.
Basically, I have played through oblivion fairly extensively on X360, and recently obtained a version for PC because I was looking into mods for... 'changing' some of my less preferred things about the game. I am fine with the leveling system; it's annoying but I'm used to it and don't think I would need a mod for this unless there is something people strongly suggest that makes the game: a) challenging without interfering with my ability to explore any place at any level AND b) less annoying in terms of restricting which skills I can work on and when. I saw several mods that described 'fixing' these problems, but I didn't see much detail on specifically HOW they changed things, and the main thing I was worried about was that the changes would either make the game too easy, or make it so that I would wander into dungeons where things would be exasperatingly impossible, meaning I'd have to go elsewhere to 'level up', and I don't much care for doing things for the direct purpose of leveling up.
Anyway, what I WAS looking for are mostly texture / skin / model mods. I remember, a long time ago I saw a picture of a woman (in oblivion, not sure if it was an npc or the PC) with kind of wavy light brunette hair in a beatiful outfit, but I seem to be unable to find it anymore. Basically, what I want is a mod that makes PC as well as NPCs (mostly the females) look better. I came across a ton of mods that sounded like they were dedicated to this, but from what I understood reading their descriptions, many of them only gave extra choices for making your PC, and while I would like the ability to make beatiful women characters, I also like having male characters and kind of would like to have the less attractive NPCs... 'improved', if at all possible. I'm not a 100% horny adolescent guy with sex issues, so having every girl character in skimpy outfits / nothing at all is neither required nor preferred, I'd just like to see better female faces / bodies and perhaps some more visually pleasing outfits on NPCs.
If anyone could clarify if these things are at all possible and suggest some mods, I would extremely appreciated. Thanks a ton in advance!

Welcome to TTLG, Vecius, but you should know that if you're here solely for Oblivion you're not going to get a lot of action, this section isn't all that active these days.
To start off, just in case you don't already know, best place to look for Oblivion mods is (
http://tesnexus.com/index.php) TESNexus. Check out the Top 100 lists, and if you want more comprehensive listings of popular mods you can just select to filter a category in their database by number of downloads descending and go digging. Their forums might also be able to give you more help.
Can't offer advice on the gameplay changes, maybe someone else can. As for your second request, if what you're looking for is a mod to make NPCs look less like they got bashed in the face with the ugly

As for improving base character models and textures, you could look at the various body mods as some of them also improve the face texture and come in the non-nude variety too, and I believe there were also some other mods that changed the head mesh as well, but I can't really offer much insight there. For armour additions and overhauls just start looking through popular files in the Nexus database, there's tons and I don't think there's much else I can recommend.

IF you are still looking for advice on mods esp for figure appearance in Oblivion i can help you..i have been studying and playing OB for five years now..and know the ins and outs of those mods well.
It remains an amazing world and capable of being even more beautiful with the amazing mod work.
the place to get the actual mods is the TexNexus so you might get a membership there first...as it is free and that is the best place to go shopping..there are other older mod sites but the nexus has em all..or almost all.
