It's not entrapment unless it can be shown that the buyers were actively induced or persuaded by law enforcement to buy the stuff when they otherwise would have had no previous intent.
Simply offering up a fake substance and arresting the poor bastards dumb enough to fall for it is not entrapment. That's the very definition of a sting operation.
The classic example, posing as a prostitute and arresting the guy when he inquires about services and is willing to pay. It doesn't cross the line into entrapment until the cop is actively soliciting people and offering up services without prompting or inquiry.
