Which of these bastards is most annoying?

Rats and Kwama Foragers are much more annoying than any of the listed. Small critters that you should be able to step on or kick away and be over with, but they can interrupt spell casting and knock you over, on top of that they are often found in places where they are unavoidable. The diseased/blighted versions of those are the only creatures from which I've ever contracted a disease (besides the corprus during the main quest).

I liked cliff racers at first as it was rather gratifying to pick them off from a distance with fireball spells. However, after they posed no real threat anymore, they just became an annoying pest that would appear every few minutes while trekking through the wilderness.
Someone should really make an extinction plugin where these tossers get added to the endangered animals list.

I have a big problem with cliff racers. Not so much that they're everywhere, that they take some amount of effort to kill (which is to say two quick swipes with my short sword), but that they come out of nowhere. I have (well, had...) a habit of playing Morrowind either silently or listening to music instead of the game, and at the most inopportune moment a d*** cliff racer would come up behind me right in the middle of a furball. :)

Well netches are harmless, so I've got nothing against them. Slaughterfish and Cliff Racers are both really annoying as I like to go for long swims and long treks through Molag Amur. But in the end I'm giving my vote to the slaughterfish, purely because sometimes when I'm attacked by one it takes me ages to find the little bugger. At least Cliff Racers are easy to spot.

Ah, but you can avoid slaughterfish with a simple Water Walking spell. So Cliff Racers win.

Heh, well you've got me there. Though it did take a while for me to get my alteration high enough to cast water walking consistently. But, you do need to contend with the fish when going pearl diving.

Cliff Racers...
Why?
Cause I actually have a hard time killing them... :(
