This is pretty much what I had in mind. I managed to run up to the fence without getting seen by the towers one time and, after dodging the anomalies, from there you can make a run for the convenient cable reel and open window.
Although it's bad enough during the day to see guys coming around the building through bushes and whatnot. Plus there's guys patroling in the building who'll see you from the stairwell windows. Still, despite ebing a crapshoot it seemed plausible.
Are there really no less guards at night? That's a bummer.
