has anyone messed with the hand to hand settings and found a good new setting for it? i found em in the construction set
"996" "fMinHandToHandMult" 0.1000
"997" "fMaxHandToHandMult" 0.5000
"998" "fHandtoHandHealthPer" 0.1000
"1084" "fHandToHandReach" 1.0000
but am not sure if just changing it on one plugin changes the whole game or how it works, any advice, experience with it?

Hmm.. very interesting; I take it you found these while digging thru the binary or Morrowind.esm? I don't know the "for certain" answer, but I'd guess that they'd almost have to be globals; thus, changing them in a plugin changes them for any session in which that plugin is used. (assuming that they even can be changed in a plugin)

They are variables found under Game Settings/Gameplay and can be changed. Haven't tried fiddling with those though as I don't play HtH characters. In that part of the editor you can change a lot of basic rules like the amount of time you can hold your breath (20 seconds), how big a soul is needed for constant enchantments (400), the base magicka multiplier (1.0), how much you get slowed down during a storm (multiplier : 0.25) or even from how far away you can activate an object (192 units).

I don't know about any of the above, but I figure that's why the dev's placed that paralyzed road side traveler in the game. I make him out to be the 'secret' h2h combat master trainer.
