Does it even exist? I'm having to walk around in "concealment" mode because even though I have NOMOREINDORILARMOR, the ordinators are still after me. I've killed enough of them to become very rich, but I tire of these encounters. So, I'm skulking around trying to find the darn book. Any help?

It is indeed in the Hall of Justice. The entrance is in Berel Sala's office. Look at the floor for a trapdoor, partially concealed by a rug.
