Yeah, that's pretty much what I had in mind. 30mph urban limits are fine as they are, but there might be a cases for, say, opening up some stretches of motorway to 80. Or raising other limits that just seem too low. It's really a case of deciding what speed an average motorist in a modern-ish car can safely drive at - that figure might change with time.
