Now my favourite tab site, powertabs.net, is "restructuring", presumably because its files contain notation along with guitar tab. They're all user created and submitted though, and of course, there's no profit for anyone.

It's guitar tab. Give me a break. No artist is losing money because some kid wants to learn to play his song.
I will admit that some tabs on powertabs.net are copies from tab books, and I have no problem with those being removed. Many, however, are created completely by ear. So according to the MPA, if I create a certain arrangement of my favourite song, I'm not allowed to show it to anyone. That's ridiculous - it's like not being able to sing someone else's song in a public place.

Also, why aren't artists getting jaeld for covers? Wether you distribude the tabs in a text format or in an audio form doesn't make much difference, does it? Well except that people are making profit from covers.

This is absurd. Working out songs by ear and posting tabs does not deprive the artist of money. Also, wouldn't it technically be a different song if you play the 5th fret of the A string instead of the open D? What if the artist doesn't have a tab book out? Then they wouldn't be getting profit from tabs anyway.
It's funny because they're making it harder and more expensive (buying tab books) for people to enter their industry. I know you can make your own music to learn, but playing popular songs helps to learn fingering and timing.

One other bad thing about this is the fact that not everyone has good access to some of the "official" instruction books.
