Targa has told me that he is planning not to renew his web hosting in the future, which means at some point his site at grax.org will be going away. When searching the internet for window textures it seems that most of them are compromised by reflections, or things on the other side, being too clear and distinctive. Others are affected by a high contrast between the frame and the glass. With the above we can find a nice empty frame and add in our own glass (and make dark and light versions).
The techniques in (
http://thief.washboardabs.net/tutorials/stainedglass/) Vigil's tutorial can help with making the frame and glass look more connected (e.g. outer glow effect on the frame layer, drawing with a soft brush etc).
edit: or just take any window texture and cut out the glass before redoing it suit your mission.

Thanks Robin, this is just what I was looking for. Currently I have some custom window textures with wood frames, but while they are transparent even the wood frames are transparent.
