They are just jumping on the fact that technically points are awarded for people you kill, including police officers ... in 1 & 2 it was more clear because there was a running point count you could see; in 3+ it wasn't as clear because no one is really paying attention to the points, but mission advancement.
I think it's a culture gap thing; non-gamers don't understand that our games aren't about "points" anymore, but gameplay, where you're exactly right, killings cops punishes you, not rewards.

San Andreas actually has a tangible reward for cop killing - it raises your respect level (as does killing enemy gangs), which allows you to recruit more gang members.

It depends on if you get it though. I can't think of any games that are all about the points these days. Not like they were back in the day. Some games have a meaningless counter and some score you on specific actions, but the days or raw point hunting are long gone.
One thing that GTAIV has that I see as a negative is this cab system. I don't want to get to places quick. In Vice City I loved driving across the city with the radio on, cruising over a bridge as the sun goes down and the lights come on, listening to Foreigner and Mr Mister with a 9 and a Spas on me, heading to sort something out.

First someone rips on GTA4 because it has multiplayer and since other games have had multiplayer that means GTA4's multiplayer is nothing noteworthy. And next we have a raving madman claiming that more options is somehow a negative...
