It's not even like "the US". There's Liberty City, San Andreas state, and one detour to Vice City. Just those pockets.
They did have one game set in London though, so it's not inconceivable.

You know, there was a time when I would have eagerly anticipated the port of this. I played GTA3, Vice City, and San Andreas, after all. And if I lost interest or got fed up in tedious non-skippable missions before any of those games wrapped up properly, I'd still argue that I easily got my money's worth.
But then GTA IV came out. Oh, it seemed exciting at first, and the initial review cycles essentially amounted to raising boxer shorts full of ejaculate up flagpoles.
But then the port finally arrived, and a certain weariness seemed to have set in among the gaming populace. The game was fun enough, but not exactly all that fun. There was the notorious bugginess of the port, but the biggest problem was that something goofy and anarchic was no longer there. Word on the street was the GTA IV got so hung up on the SERIOUS TALE OF NICO RUSSIANLASTNAME that it ultimately lost a little of the ludicrous magic that made the previous games shine.
So: do we yet know if GTA V is going to bring back the batshit and the goofy? Because I currently couldn't give less of a shit about this game, and I'd like to.

There's always the small chance it could be another Vice City.
And I don't mean literally set in the 80s but that it will be greater than the sum of its (considerable) parts. We've also been gifted Saints Row III since the last GTA game, which made GTA look like Very Serious Business indeed.

That's sad to hear Stitch, especially as it was your description that finally made me get Vice City (my first GTA game).
I played GTA3 and then IV after that. I'm planning on the DLC/add ons at some point.
I think the issue with GTAIV was it promised so much freedom, as they all do, then stuck you with irritating side quests that were intrusive because you didn't really know what the consequence of ignoring them (which I did eventually) would be. It was, until I ignored them, oddly restricting.
Hopefully they'll fix this and the nature of the save points in long missions, add in some more craziness and less grimness (which was amusing at first but really wore me down in the end).
If Vice City and GTAIV were films I'd say GTAIV had a great start and weak end, whilst VC started okay and got better and better with only the occasional blip.

Still, I don't want them to do Saints Row. The SR games already do a good job of that. Even if they take some steps towards Vice City and/or San Andreas, I like that Rockstar keeps working at how they can blend satire and seriousness, and to my mind they're getting better and better at doing it well.

GTAIV is so much of the same three or four missions over and over. I wanted to like it so bad but my god it's dull.
