Bringing this thread back because I was wondering the same Lizardfuel55 was. But I have another question too.
What is a public group in this sense? TTLG political parties? Real life political parties?

From what I've understood users in a certain group can gain benefits or 'punishments'. Like the disability to edit their posts (David pointed this possibility once)

Hmm... What about images? Have you considered using group memberships against spambots. I don't know if it were possible, but have a full membership group that would allow all the different advanced options to work. Like IMG tags that the spambots use to count posts read. Those in full membership group could have access to all the different tags.
Of course this is a bit too much work, but if spambots became a really big problem.
