according to the tech guy, the original aliens from the Roswell crash all died. they were able to grow clones of them, but since the clones didn't grow up with other real ones around, they were stupid and underdeveloped. like dogs.

While it certainly makes sense that a seemingly random techie would be the final ultimate font of all knowledge concerning the various plots and deceptions MJ12 had up it's sleeves, I think there's a crazy, million-to-one chance that just maybe they'd have no reason to tell him the truth.
It is possible that they are actual alien clones, but I don't think it's any more or less possible that they were just constructs made for the purposes we've already discussed.
