I have 0 bounty, but as Grey Fox I have 500 bounty. How can I get rid of this? Talking with e.g. Armand does not help...

As I understand it, simply BEING the Grey Fox incurs the bounty; removing the cloak will remove the bounty temporarily, putting it back on reinstates it. I don't think the Grey Fox bounty can be disposed of otherwise.
EDIT: I think it may be possible to reduce it, but it will revert back if the cloak is removed and then reworn.

If you paid attention to the quest at all (I admit to skipping large portions of text sometimes when I'm in a hurry!) you'll remember that the Grey Fox's Cowl is magical. When worn, no one is able to know your identity. The cowl distinguishes you as the Grey Fox though, so you're more or less becoming a completely different person in the eyes of the law.
As Matthew said, the bounty will be reinstated every time you remove and wear again the cowl. The Grey Fox is a famous thief, why would you want to walk around in daylight with it on? Just assign it to a hotkey instead ;)

The Cowl is very useful and I was hoping to use it in some quests (Oblivion planes). Unfortunately, I can't use it while cooperating with guards (e.g. closing Bruma gate), because they attack me once I return to the "normal" world.
I guess Cowl might be useful in quests where some creatures are enemies and there are no humans nearby...
Let me use this thread to ask another question: is there a way to lower Infamy quickly?
I finished Thieves' Guild and Dark Brotherhood quests and I am progressing into the main quest (I've just closed Bruma gate). My infamy is 59, and my fame is 23. :( I DID NOT kill anyone (except quest objectives), and I was only once in a jail.

No. A few quests may deduct one point, but otherwise both Infamy and Fame are pretty much permanent once you get either.
