Fletcher mod allows the player to use a kit to make both mundane and magic arrows out of alchemical ingredients. There is also a book added, which is on the topic of fletching in Tamriel. This mod makes playing a marksman heavy character a LOT more enjoyable, as you don't have to make so many trips back to town all the time for your arrows. At the same time, it retains balance by requiring components for these arrows.
At early levels, many of the components will be difficult to acquire (new players can't afford tons of arrows either--balance retained), while at high levels most players have more ingredients than they know what to do with (toward the endgame, most players could probably afford enough arrows to overburden their character--balance retained). Perhaps best of all, all arrows are feathered with Racer Plumes, finally making the stupid cliff racer useful (and it feels REAL good to know that you're killing cliff racers with part of a cliff racer...).
