yes and no.
I was redoran but wanted to join hlaalu so i used the command.
but that command didn't get me out of redoran.
so i got stuck at a Hlaalu quest where i had to kill a Redoran member.
because i was with house redoran the person who i had to kill simply didn't exist!
so my awnser is, yes: if you use the console commands (if you have the PC version that is)
and NO: you won't be able to complete all quests from either house

Well I have the X Box version and i was in Telvanni and then when i was named Hortator for all the great houses i was a member of House Hlauo or however its spelled.I dont think you can be member of redoran and another house though.

There is another posibility (i think PC only ?) -- join house Telvanni or Redoran, and then kill Orvas Dren over at the Dren plantation, than speak with the Duke. He'll say that since you murdered the grandmaster of house Hlaalu, he'll have no other choice but to make you grandmaster of that house, so that'll be you in 2 great houses.
I haven't tried it yet, but it seems pretty sure thing.

Morrowind wasn't designed to allow you to join more than one great house - every instance you've heard this happening is because of a bug or mod.
You don't really want to join more than one house anyway because eventually you'll run into a problem which will screw your game up.
Take the Telvanni great house for example the last few quests involve you killing the lords of the other two strongholds. Due to the fact your lord of one of the strongholds in question the guy you need to kill wont appear screwing your chance of finishing the quest and becoming Archmagister of House Telvanni...
