If this is just for yourself, try the Valenvaryon propylon chamber to get all 4 of them. (If this is for that one Thieves Guild quest, you only need the retort, and Big Helende tells you where one's at)

There should also be another complete set available for sale at Tel Mora, Lower Tower.
