One of my Major Skills is Long Sword. Just after being inducted as a blade my Long Sword skill stood at 30. However, when I tried to train to upgrade this skill I got the following message instead <i>"You cannot train a skill over its governing attribute"</i> I am guessing that it may be strength or endurance. However, later on that day I gained a couple of Long Sword points while in battle.

IIRC you can raise a skill as high as you want by using it (in this case hacking things into tiny pieces), but you can't raise a skill above it's governing attribute by paying for training. Otherwise you could keep paying money to raise a skill, level up, raise attributes and repeat ad infinitum, well until you run out of money.
