I'm also about to restart STALKER after playing up to the military warehouse sector the first time, and looking for good mods. The problem is, there seem to be a lot of different ones out there, and it's often unclear if they support the latest patch and/or are compatible with one another.
For example, I've read some pretty vague but positive things about Float32 but apparently, it doesn't work with the latest Weather Overhaul mod, or at least isn't supported. What does it do exactly?
Is there some central, up-to-date place for STALKER mod reviews and comparison?
I guess I'll stick with Alive as the central ecology-changing one, or are there any other compareable ones that might be interesting?

As far as I know, there is no difference between 1.0004 and 1.0005, so if you have mod for 1.0004 and you're running 1.0005 it should be fine.
As for compatibility - all STALKER modding is just throwing files into /gamedata. So just check each mod's files and see if they overlap - if they do, you have a problem... you can compare the two files to try and find differences, or use WinMerge to combine them. Or just overwrite and pray.
One exception - all.spawn. If both mods use it, you're pretty much screwed, unless you fancy yourself Perl and recompiling stuff.

Float32 does voodoo magic to shaders making STALKER look better and run faster. And it doesn't matter if Weather Overhaul is compatible, since Weather Overhaul has Float32 included.

1.1 does, but version 2.0 not (yet), at least from my reading.

A note on some mods made for 1.0004 if you're running 1.0005. They may cause any savegames you make to become corrupted, or not load. There is a very easy fix for this.
Check to see if the mod dropped a system.ltx in your Stalker\gamedata\config directory. Then do a search for the line current_server_entity_version. It should be 7 if you are running 1.0005, 6 if you've got 1.0004. If it's a 6 and you've got the version with the number five in it, just change it to 7 and save, common compatibility problem fixed.

I'm currently running patch version 1.03, is it worth going to 1.04, or doesnt it change much?

It is worth it. It changes a lot of stuff. New stashes, missions fixed (like the one to kill Poker), and much more interesting AI life in the Wild Territories are some of the highlights.
