Capitol hill is certainly the "hippest" neighborhood in Seattle and also probably the most expensive (second to downtown). I haven't looked at prices lately, but when I was looking a couple years ago you couldn't find a one bedroom for less than 900/mo. My brother has a nice big hardwood studio and he pays 850 not including an extra 50/mo utility fee. Cap hill is by far my favorite neighborhood though, and Fremont and U district are not bad either.
Like Strangeblue I'd probably recommend Ballard to someone like you- it's nice, good enough location, and not as expensive as the others. I'd avoid most of the East side. I work in Redmond and it's a wasteland. I'd also avoid most of the Central district- it's probably the scummiest neighborhood in Seattle.

I'll agree that Ballard is quite nice.
Also, last time I was regularly going to Capitol Hill (4 years ago, maybe) it was quite run down - at least, the area around the Seattle Central Community College campus. Either it's gentrified QUITE a lot since then or that area was just unusually bad. Because let me tell you, that Dick's was NASTY.
