OK, i know that i have had one of these once. And i think i may have sold it. But i can't seem to find another one anywhere. I've checked every place i can think of. Can some body help me out here? I would really like to have a new glass tower shield. thanks,

There's a smith who sells glass gear at Ghostgate; I can't remember for certain but he probably has a towershield.
Golden Saints sometimes carry one too.

Ghostgate was the first placed i looked and he didn't have any. Maybe thats where i stole my first one.

There is one in the Hlaalu vaults in Vivec and one in the fragile burial in Urshilaku tomb(involved on the main quest). The rest are random loot found on golden saints or crates etc. There is a 1/20 chance of a golden saint having one.

I think the glass tower shield is a random item at the Ghostgate smith's shop. When you first go there, sometimes it's there and sometimes not. It definitely wasn't there when I played my first character, I got a real surprise seeing one there in a later game- I've never seen one anywhere else. And it's really cool-looking.

Aye. it is indeed a random item at Ghostgate. Everywhere else you will find it, except for the places I mentioned about is a random drop. I could list all the places that it could appear randomly but there are alot.
