I mean, it's hardly a self-defense measure since I don't see why these countries would be exchanging nukes anytime soon. Yet I sincerely doubt that China is stupid enough to attempt WORLD DOMINATION.

Do not forget that a Brazilian airline company sent a fax to Airbus, to get a reply with a counter offer from Boing within minutes of difference from Airbus reply, what was called again? Echelon network?

You see, that's a fine example of the outdated way of thinking to which I've alluded when talking about everyone's obsession with building bigger guns. Nukes? World domination? Violence is not the only way of pushing forward one's interests. There are much more subtle and subversive ways of gaining influence. For example the Russians are annually trying to blackmail their neighbours by threatening to shut down the gas pipes.
And self-defence? Not everyone is content with just defending what they already have - there's quite a number of states with aggressive tendencies.
