Ah, yeah no I haven't been touching the DirectX control panel. And I only really use GeForce Shadowplay for recording, and I've switched that off.

Could be a bad graphics driver. I'd uninstall your current graphics driver and install either the latest or an earlier version to see if that fixes it.
Yup, done both of those things.
Currently doing a full scan with MS' Malicious Software Removal Tool. Tomorrow I think I might try merging my SSD partitions into one, see if that does anything. And if nothing else works I'll format it and reinstall Windows. I'd rather not have it come to that tho, so if anyone has
any ideas, shoot.

I don't have anything useful to add, but fingers crossed you'll solve this issue soon. We need you and your PC at their best next time we need to blow up a weapons cache or rob a bank!

The last two times I had awful performance in games, it was because:
1. The game was running on only CPU core for some reason
2. It was running on the integrated GPU and not the dedicated
I don't know if these are applicable to desktops, but that's what it was :P

I FIXED IT! :D
SOMEHOW! :p
edit: ok, I'd tinkered with a few things and I had to tinker a bit more to figure out exactly which thing it was that made American Truck Simulator run at 60+ fps again. Control Panel > System and Security > Power Options I had set to High performance. You'd think that'd be the best setting, right? Nope, gotta be set to Balanced. Jeez. That made all the difference.
edit 2: by the by, my Steam Link arrived today. With this issue out of the way I'll start messing around with it tomorrow. :)

Just installed Windows 10 x64 Anniversary update and Thief1/2 have rather poor performance with any of the 16.x drivers version.
The games run kinda choppy, especially when turning around fast with my cursor keys as I´ve always done. Performance is something like that before newdark.
Finally installed drivers 15.12 (December 2015) and the games run fine, smooth, as in Windows 7 (here my drivers are 13.12, December 2013)
My graphics card is an ATI Radeon HD7870 2 GB DDR5.
So, anything newer than 15.12 is a problem when playing Thief, at least for me.

I've discovered that enabling postproccesing in cam_ext.cfg
; enable postprocessing (bloom)
postprocess 1
has great performance impact on Thief with crimson drivers 16.x. Didn't happen to me with previous versions.
Disabling postprocessing did the trick and the game performs well now.
