Unfortunately, there is only russian version now as far as I know, but it's a full knowledge database about SoC - including all rewards, quests, weapons, where each item can be found etc. conveniently sorted out and beautifully designed. It reminds me of Gothic2 Database, for those who know what I'm talking about.

Anybody tried to clean the whole Freedom base? I'm wondering if it becomes populated again eventually or stays wasted...

It becomes populated again. At least in the vanilla version, because that was the only time I've cleaned the base (joined the rogue Dutyers attack). After a while new Freedomers started showing up, coming up the road leading to the base's main entrance.

Erm, but no quests from Lukash's replacement? Also, are they yellow or still red?

I'm just saying that new freedomers go into the base, but as far as I know there is no direct replacement for Lukash. And all the new freedomers were automatically hostile towards me.
