I own the GOTY version and the buddah's never worked for me either, no matter how many times I press the switch or try to find some other way to open it.
However, I do seem to recall one playthrough where I became involved in a firefight with several MJ12 troops inside the base. I retreated through the door under the paper lantern and moved back into the apartment, forcing troops to give chase. At some point during the skirmish, I saw that the buddah door
had at some point opened up!
I never actually noticed it opening (either I wasn't in the room or I was facing the wrong way at the time). I can only assume it was somehow triggered by the troops. It's only ever happened the one time though, so my mind does truly boggle!
When you get NPCs to run away in a firefight they can open up ANY door.

Yeah, but the Buddha door doesn't seem to open for anything.

Looks like they were trying to kill you rather than running away. Don't they only have super-door-opening powers when they run away from combat?

No, the magical "I FEAR NO DOOR" ability is an innate property of DX pawns. You just rarely see them opening doors (that you know are locked) when they're coming to get you, because..well: there's a door in the way, so they can't see you.
But seriously: that door WON'T open, ever. If you imagine a door normally having two 'positions': a closed position (blocking the doorway) and an open position (rotated round the side with the hinges to clear the doorway): THAT particular hidden door has both of those positions set to "the same place". The only way to reveal that entrance should be to destroy it, and I think it's unbreakable.
