You can tell that the video for "Panic in the Year Zero" by Schoolyard Heroes isn't synced because the sound doesn't match the video.
Or they just really, really, really suck at syncing and did a shitty job filming.

Thats excatly what probably happened. Some time the editors don't try to sync it up perfectly on purpose or (since they probably don't the instruments themselves) they sync it up badly. Being a guitarist I notice it from time to time but apparently its much worse for drumming. My brother is a drummer and alot of the time when the drummer does a fill they seem to just stick in any old shot of the drummer doing a roll.
The point is anyway most artists very rarely actually play in a music video they mime to the song (some artists chose to mime something completely different whether they do this for kicks or just sheer boredom at miming the same song all day I don't know). If you have ever seen the making of a video you can see this clearly. You can hear the thwacking of unplugged instruments, the drums are often heavily muted (2 cymbals glued together etc), the band is WAY more animated then when they actually play live and you can hear the CD version of the song being played over a speaker system.

Isn't there a way to film them playing regularly, then scrap the sound recorded on film and replace it with a CD track or something? That would seem to be the more sensible thing to me.

Yeah but you would end up playing the song for 12 hours stopping and starting at various points not to mention everyone would have to play to a click to sync it up properly. You would also then have to screw around with tuning instruments, sound checking etc. Its just more pratical to mime to the recording especially when you factor in costume, set, lighting changes.
Those videos where they take a whole lot of live footage from a tour and sync it up with the CD track are an example of what you're talking about. But the syncing is never perfect though and sometimes they don't even bother (that first Mars Volta video springs to mind).
One video where the band actually plays is the Smashing Pumpkin video "1979" where the band is playing at that party. However they aren't playing the actual song they where just jamming and ended up playing some of their hits. It was like a little mini-concert and got the response the wanted from the party goers.
