after you kill people in the game, do they regenerate in a sense? i mean does the game replace them after a certain amount of time with new npcs or is it possible to completely clean out a town for good? also, how can i knock an npc out with out actually killing him?

Some respawn and some don't. Mainly monsters respawn and most NPC's don't.
To knock someone out, try attacking without a weapon (i.e. use your fists), or cast a spell that removes (well adds) the enemies fatigue.

no NPC's ever respawn, except guards. also, no unique monsters respawn, but all others will (i.e. u will find tons of cliff racers no matter what, but only one dagoth ur)
