Guards respawn, and aren't like NPCs that retain their disposition towards you; so, if you don't have a bounty there's only one thing I can think of: are the guards that are attacking you on sight the Ordinators of Vivec? There's a fun little thing in the game where if you talk to an Ordinator while wearing one of their helms, all Ordinators will become permanently hostile towards you; although you can still use calm effect magic on them. :)
Oh, and that hostility remains even if you take the armor off.

No, this is an error. You will find that only guards of that type will attack you so there is a fix...Unfortunatly I forgot it and don't have my CS anymore, but if you do a search I did answer this in this forum before. Try looking up the guard's ID then in the console type
"GuardID"->setfight 0
"GuardID"->stopcombat player.
If you are on xbox, then I think there is a trick where you can calm humanoid on everyone who is attacking you they will permantantly stop, but are set off again if a attacking guard comes along.
