A lot of people have been saying that, but will have to say that although you can say that they both had AI problems, for example, which is worse?
Dont you think that by the second time through that there shouldn't be AI problems or at least not the same ones?
Not to mention that the first game didn't have uni ammo and no reload issues among many other IW specific issues. And the first was definitley not "10 - 15" hours long.

I agree. This review reads like a 6.5 game. The reason, I believe, is because the GAMEPLAY rating weights as high as the SOUND and GRAPHICS. Very stupid. Gameplay should be the most heavily weighted score by far. After reading this review, I'm looking forward to playing this game as much as my next case of the runs. :(

Fact of life:
- Fanboys will use the inflated ratings to praise and defend DX:IW
- People with common sense will actually read the review and realize that the rating does not agree with the review and that the game is a big stinker.

Kinda. I've started to wonder if my expectations for the leaps of progress games should be making isn't a little too high; with H-L2 and now DX2 looking like coming in somewhat lower than I'd hoped.
The game I think we're all dreaming of is further off than we think. At least until STALKER comes out. Maybe.
Anyway, that's not really the point. It's not how game reviewing works generally (although I agree the ratings are frequently counter intuitive to the comments). Whether Deus Ex2 could have or should have or was hoped to have been better isn't what's being assessed here.
