Um, if you're referring to the jaggy look of the shadows, can't that be addressed by increasing something called shadowmap resolution? I remember complaining about similarly low definition for Oblivion's shadows on a forum, and someone suggested that. I increased the shadow resolution from 1024 to 2048 and I did see a notable increase in quality. Even more notable with 4096, but that made my computer cry.
Here's the relevant line from Oblivion's .ini:

The Direct X 10 version of BioShock did have improved shadows, actually :) There were only 2 other improvements, water ripples and soft particles.
The TRU engine is most certainly not UE3, it's a proprietary engine that Deus Ex 3 is using as well.
