By the most coincidentally coincidental coincidence, I've just installed DeusEx on my laptop (aspire 5112), and had this very issue. First it seemed ok, then it ran stupidly fast. If I forced vsync, it ran stupidly slow.
I seem to have fixed this by setting Win 98 compatibility in the program properties. Just another day in the shaky world of Microsoft, I guess. Ah well, time to go save the world again.

Alternately, it could be not Microsoft's fault at all, and instead a symptom of the quite-well-documented-already-in-this-very-thread laptop CPU throttling problem.

Yes, I usually have to set my laptop to run the CPU at full power, inefficiently, for DX to run at the proper speed.

Running in 98 compatibility seems to make it run at the correct speed, whatever speed I set the cpu to.
