Thanks, AntiMatter!
OS: Microsoft Windows XP Professional (5.1, Build 2600)
Processor: AMD Athlon(tm) II X2 250 Processor, MMX, 3DNow (2 CPUs), ~3.0GHz
Memory: 1792MB RAM
And I'm guessing NVIDIA GeForce 6150SE nForce 430 is my video card, Idk.

ddfix.ini
;Place some surfaces in system memory instead of video memory. 0, 1 or 2.
;0 = all surfaces in video memory.
;1 = menu in system memory. In case of any menu screen corruption.
;2 = menu and overlay in system memory. In case of any in-game UI corruption.
UseSysMemOverlay=0 -> 2
;Blit the overlay to the backbuffer with each Unlock() call. Together with
;UseSysMemOverlay=2 this can result in a poor frame rate. Boolean.
LayeredOverlay=1 -> 0
you gotta remove ";" when you change the value.
maybe it should work :erg:

No difference :(
(and that's using the method after your edit)

So is there no hope for me? Are there any other places I could go?

Are you using (
http://www.ttlg.com/forums/showthread.php?t=131106) Tafferpatcher to install it?
I've had similar problems in the past but haven't a clue how it fixed itself I'm afraid. But it did sort itself out with some kind of reinstall and tweaking that's now included in Tafferpatcher.

Yep! I installed everything that came with it, too. Didn't change a thing! I wish I knew of a code or setting that dealt only with the maps and menus, because I figure it's gotta have something to do with that since everything else works fine.

check your nvidia control panel for "render frames ahead" option, and set it to 0. and try updating to the latest driver while at at.

UPDATE: I believe I have found a way to fix it! I went into the NVIDIA Control Panel, customized a setup for thief2.exe, and turned the Anisotropic mip filter optimization and Anisotropic sample optimization on. I turned Threaded optimization off and forced Vertical sync off as well. I have no idea which of these did the trick (feel free to share your knowledge) but one of them certainly worked!
Sorry for not thinking of this sooner, though I guess I figured someone would know better than I would. But it was a strange problem; at least now we all know the answer :)
