Higher proportion does not mean higher number.
Ideally 0% of crimes should be commited by someone you live with, that wouldn't necessarily make the streets more dangerous. The authorities could actually focus on that instead of wondering how the hell could someone think it was a good idea to use his wife as a punching-ball.
I'm sure many cops could do without going time after time to the same apartment without being able to help because no one wants to press charges, and knowing that eventually there'll be this last time when they won't call the EMT but a hearse.
