I would say the influence is more from Huxley just by the name. But without any more information than what they've posted I can't really see a correlation between Huxley's Soma and the game, yet.

Oh yeah, they're not some terrifying bureaucracy that provides a lot of interesting, if brief, work opportunities for the nation's homeless.

Personalasing the SCP style into an expedition or something should work very well I think.
