How do I do so? I'm up in the Ministry of Truth, (that floating rock) I've talked to the guard infront of the door, she gave me keys, but now I'm stumped. I've ran around that whole place but I don't see any jails.

Go up to a different door. Don't bother with keys, use scrolls of Ondhusi's Unhinging, and levitate potions/spell to avoid all confrontation. When you get to where the ordinator gives you the key, go up to the furthest door you can. Theres a door to the prison cells through that area. Pick/break the lock, go inside, levitate and go to the door at the back of the large room full of slaves. Inside is Mehra Milo (will require you to pick/break another lock of a low level).

If memory serves, once you enter at the door next to the woman, you're in a corridor with doors to either side and at the opposite end; go thru the right-hand door. An NPC named "Grand Inquisitor" is standing next to a desk, and there's a key in that desk. Get it, then go back out and hang a right and thru that door (the one at the opposite end of the door that let you into the Ministry of Truth). There'll be two sets of passages to either side; take the second set of passages, they both go up and either one will do. At the top, it's pretty obvious where to go (one way is blocked by rocks) so go thru the door, which takes you to the Prison Keep. Go to the desk inside there for another key, and go rifling thru the prison cells until you find Mehra Milo.
As an aside, I'd reccomend you get the Amulet of Shadows before you try this; it makes it much easier (80% chameleon for 60 seconds, and has multiple castings before it needs to recharge). Go to the big metal Dwemer bridge just west of Ald Velothi; there's a woman standing by a pool just south of it. Do her mini-quest and you get it

That amulet sounds like a good deal, I already have "Caius' Blacks" Which gives me 20% Chameleon, with that ammy I'd be invisible! Where do I pick one up?
if I take the the highiest door, (not the one but the guard woman) then that sound lead me to where I need to go? I can levitate to avoiding fighting?

hoojah: I put, in my post, both where to get the amulet and where to go to get to Mehra. If you don't see how I put in re: the amulet, try highlighting that block of blue stuff in my post by click-and-dragging your mouse over it.
