The line that says 'showfps=0' to be exact.
Change the 0 to a 1.

Why is my framrate 65-100 inside and 20-25 outside how can I improve this?

Of course you're going to get less outside. There is more it has to show so it's going to go slower than inside where everything is tight.

Damn right you've got it good! I only get 30-40 inside most places (small houses probably a bit higher). Outside it plummets to around 10-15 (so far mainly around the river in Balmora but I haven't been to many other places) in busy towns and around 15-20 in the wilderness. I would say it's easily playable at 20. If I had a minimum of 20 all the time I'd be laughing. When it goes down to 10 it begins to detract a bit from the experience.

I get around 5-10 outside. I just can't bring myself to get mad at it and stop playing. I love this game. :p

I don't want to read your posts.
But, (one of) the reason fps outside is so crap, is because MW doesn't have an LoD bias engine.
