er...it does that..in WINTER.
The polar ice cap grows and shrinks over the course of the year as the northern hemisphere gets colder and hotter, respectively.
The degree to which it regrows each winter is getting smaller however, and it may disappear entirely next summer. Since the albedo of "large expanse of ice" is higher than "large expanse of water", this further increases planetary temperature.
