No idea what inane means but I am sure the carbon emission rights qualifies for whatever it does, because it isn't about CO2 and the enviroment you silly, it's about money. While you are being absolutely terrified of CO2 billions and billions of perfectly fine cash is being distributed between NGO's who surprisingly want you to be absolutely terrified of CO2.
