I also think part of the problem is that there are very few initiatives that actually do anything. The trend right now is that politicians are increasingly viewing climate change as little more than an opportunity to ramp up taxes while claiming that its for everyone's good.
That and its a lot easier for the "owner class" to whine about how everyone else is destroying the climate than to, say, stop dumping you factory's waste in the local stream.
That way you get to feel good about yourself without actually making any sacrifices.

If they cared about it then surely they'd be spending their time on things like proving to the people they want to do things that people are having a significant effect on it, that it's a bad thing and that we should really do something about it, rather than what they appear to me to be doing, running tv adverts saying that everyone should drive five miles less a week.
Probably the worst culprits in the UK for encouraging people not to care are the BBC. If every week you come up with some new terribly over exaggerated we're all doomed prediction that doesn't come true sooner or later everyone will stop listening.
