Thanks for the advice so far -- you guys at TTLG are always very helpful.
I downloaded the 40.72 driver from gamespy and it wouldn't install right (something about a missing .dll). So I just installed the 41.09 driver that I have and got around my Eudora display problems by changing a settting--no big deal. This did not improve my framerate.
So I installed the FPS optimizer and that worked pretty well. I am getting 20-25 FPS in the city, but with the draw distance all the way down. I suspect there is something else wrong with my system somehow because I just checked my 3DMark2001SE and I got a 5900. With my old 31.xx MSI driver I got 6200. The only difference is that I have "Texture sharpening" enabled -- maybe that's why the 3DMark dropped 300. But don't you guys think this 3DMark is a little low considering my system specs? I checked Tom's hardware and their Athlon 1000 system w/ GF4 Ti4200 got a 7500/7600. My CPU is faster and I'm getting a lower score. Any ideas on what could be wrong?

Update: I just ran 3DMark with AA & Aniso off and I got a 7843, which is a little faster than the Tom's Hardware system. So this is probably about right for me. But Striker said that he was getting ~30 FPS in town with view distance up. I don't really care about my 20-25 FPS (this is fast enough for my eyes), but it's really annoying to have the view dist. all the way down. So something is still wrong. I will try some other things and if you guys have any more suggestions, I'd love to hear them. Thanks.

I have Windows 98 on my PC
Get W98 second edition, install all the updates, modify about all the settings, mess a bit with the system dll's and, most important, give it regulary warm, thorough maintenace, and you have one of the most fast, effective and stable windows-systems availble.

The only thing that annoys me about morrowind is the really really really long loading times(like when you go to an exterior cell from an interior... if I don't restart morrowind every hour or so, the loading times can go up to like 6-7min...
Frame rate isn't really a problem, i get like 20-30, except for ebonheart, or very large interior cells(mods like dungeon golag which cram a whole bunch of stuff in each cell...)
