I'm up to this part of the main quest. I am only a member of the following:
-Ashlanders
-Blades
-Thieves Guild
-Hlaalu

I'm not even the highest level in any of them (Except the Blades of course). I have been named Hortator of Redoran Great House and I havn't been attacked by any Ordinators. Perhaps it's my winning personality.

Everyone tells you how much you suck if you talk to them, but you can get the 'Red Book' from any of the Council members telling you where they live.

Anyway, [spoiler]Speak with Athyn Sarethi and rescue his son from Venim. You will then have to talk to all the other Council Members and they will support Sarethi and you. Once you have all of the other Councellors support, speak with Venim and he will duel you in Vivec's Arena. Go there and kill him, then go back to Sarethi to become Hortator. I'm not sure if the stuff Venim has is random, but he pretty much has a full set of Ebony armour (Minus helm) and a Daedric Dai-Katana. And because of the rules of the duel, you get all of his stuff as well (So take the key he has!). I havn't confirmed if you can actually take all his stuff or not.[/spoiler]
