Ok, so, the Morrowind-esque Skyrim glitch has been revealed. Do dont read on if you want to be innocent to such sorcery!
It requires no mods. Let me explain:
Fortification enchantments fall under the restoration school. They are affected by your restoration level, and more over, the bonus they give you is only calculated upon equipping. This is easily exploitable:
First, get yourself some Fortify Alchemy gear. It's not easy to come by, so find one, break it down, then enchant 3 or 4 items with grand soul gems with this enchantment. Now, while wearing said Fortify Alchemy gear, create a Fortify Restoration potion. You need the following ingredients:
Abecean Longfin
Cyrodilic Spadetail
Salt Pile
Small Antlers
Small Pearl
Once you have your restoration potion, use it. I think at this point you have to reequip your alchemy gear, I'm not sure. Either way, while the fortification potion is in effect, your alchemy enchantments will get boosted. Even after the potion wears off, your gear will retain the boost. Ergo, now you can make a stronger fortification potion, and repeat the process, infinitely boosting your alchemy enchantment bonus. Once you are satisfied that your Alchemy level is hax enough, you can use your leet fortification potion to boost any other enchanted item, such as archery gloves etc. I've heard of enchantment bonuses as high as 2000000%. One shot kill dragons. :|

Obviously not a glitch of any kind, but Enchanting on its own is so insanely overpowered using it is almost like cheating.
Just from having maxed Enchanting you can:
- get any - any - armor to armor cap
- Give yourself fortify one-handed 160%, which will boost your damage to insane values because the different bonuses are multiplicative, not additive
- Reduce casting cost in two schools to 0, effectively making Magicka a dump stat
- have 85%(cap) magic resistance
That is all without fortify enchanting potions and gear.
